Tactics isn't very important to the player character, though there are some decent perks in it. It's mostly for your other party leaders, though even then, as others have said, the boost is generally drowned out by just having better and more numerous troops. I think Medicine skill is 1000 times more important than tactics.

That’s how I got it to work. That one I’m not sure about, I haven’t gotten to the point where I’m running with multiple parties on 1.8 yet. Go to Clan, parties, select the party you want to disband, then under the name of the party leader choose "change party leader" and select "none". That way it will disband.
The idea of making really strong 2nd parties sounds amazing and knowing you're training 4 companions strengths instead of trying to make a Know-It-All family member run those 4 stats sounds a lot better, because there's a lot of other skills that are useful especially in war.
I got extremely lucky and was given a town and castle that I had no part in taking. You can then let your castle/town build up militia, and build up its garrison yourself, then leave the kingdom and keep the stuff you hold. Clan>Parties>Create new party. You can then add them to your army, if you're a kingdom.

As far as I can figure out, it's clan tier based. I've yet to see a higher tier companions at the beginning and I've tried to get them pretty early on usually. I always go straight to the best at clan level 0 and while some are were the map says they are, most aren't. By clan tier 3, all are, so hence my theory. Could be player lever driven though
